Reminds me rather of Spellgorger Barbarian. In fact, um, it's just a straight upgrade, isn't it? Not at all overpowered, though. So... yeah, fair enough.

It'd be even more suited to blue (the colour most likely to make Long-Term Plans), except that blue already gets cantrip creatures of every flavour anyway.

I have since come around to consider this kind of effect inappropriate for cheap spells like here, but better as an additional effect e. g. ETB effect on a mid-cost creature.
I know this is just a colorshift of Mana Leak (which is kinda insane in its own right), but I feel like this would be much more interesting, balanced, flavorful, and less of a color pie concern if it somehow told the opponent of it's existence beforehand. Aka something along the lines of Silences Yet Unmoved which is a design I basically stumbled upon.
Maybe like that one mechanic where you first cast/place the spell into exile (face-up revealed) and then "actually" cast it from there.

Or compare to Soulmender. I figure it's got to take a lot of enchantments to out put one life per turn on average.
Compare Underworld Coinsmith. I agree this simpler version could be common, in a set with enough enchantments to matter.
