I was onto rummaging for a long time with a keyword action I called "flux". The greatest difference was that I also pondered allowing red to use this ability offensively.
Using an existing keyword ability-turned-action is just one flavor. Though this goes wild with certain cards that trigger when you cycle them.
First mode functional: "Token creatures you control get +1/+1 UEOT." >> "Create a Human token."
Second mode functional: "prevent all damage to it" >> "gains indesructible"
Third mode functional: "Vampire" >> "creature"; "damage" >> "combat damage to players"
I recall avoiding token creation in the original ability sets, so I would have a fallback mechanic if I dislike a design too much. Putting it here for now.
Both of its abilities and its creature type indicate ...
I think first strike can be used in assassins (or such) that are really pushing for those flavor points. I'm not particularly liking it in this design.

Forestcycling as a cost seems ill-advised. But "tutor" is still something floating around under other names.

Not happy yet with mode number three. Maybe "Target creature gains first strike and reach UEOT."?

Sounds much better, yes.
Maybe as a triggered ability on entering the battlefield?

Looking repeatedly at your opponents hand seems like it could get rather annoying.
