Yep, there was an early version of exert, where exerted creatures just would go all the way and push themselves past their limits and die at end of turn.
UEOT or indefinitely? Either way, it's a stretch in ... or maybe all the power reducing effects should just say this instead. Why not to go with like -10/-0 or something in ?
I'm quite familiar with the effect since it was used by foo_intherain in his purple color project, which I later adapted/derived much from.

I don't see why it's a stretch in blue if -10/-0 is not. If anything blue always was the p/t-setting color #1 to me.
