Okay, that makes sense. I like it.
It was not unintended. The main point of the restriction is that you don't cast multiple Azar's Kobolds in a single turn.

That is the new official wording going forward starting with Bloomburrow I'm adopting it early.
Some other users have been using this wording for a while now, too.

I have seen this on another card of yours, why do you write enters instead of enters the battlefield?
