So... you kind of have to cheat it into play?

But if you do, you get half of an orrery? Or is it meant to stick around long enough if flat-cast that you can get off one (now-instant) sorcery?

Yeah, this can either work as giving the Rout flash-for-{2} ability to all your sorceries, or give you the full Hypersonic Dragon treatment if you managed to cheat it out.
