Interesting Reassembling Skeletons variant though.

I like this idea. Also you cannot cast creature spells on an opponents turn, unless they have flash, so that comment up there is kind of incorrect. Also, also you could cast this as your first spell in your turn and afterwards cast spells normally. Was this intended?

It was not unintended. The main point of the restriction is that you don't cast multiple Azar's Kobolds in a single turn.
