I know this is just a colorshift of Mana Leak (which is kinda insane in its own right), but I feel like this would be much more interesting, balanced, flavorful, and less of a color pie concern if it somehow told the opponent of it's existence beforehand. Aka something along the lines of Silences Yet Unmoved which is a design I basically stumbled upon.
Maybe like that one mechanic where you first cast/place the spell into exile (face-up revealed) and then "actually" cast it from there.

Mana Leak is strong enough in blue. If white were to become tertiary in counters, it should be getting weaker ones than blue. I'm a fan of tax counters in white, but I think this would need either to cost 3 or tax only for .
