I know this is just a colorshift of Mana Leak (which is kinda insane in its own right), but I feel like this would be much more interesting, balanced, flavorful, and less of a color pie concern if it somehow told the opponent of it's existence beforehand. Aka something along the lines of Silences Yet Unmoved which is a design I basically stumbled upon.

Maybe like that one mechanic where you first cast/place the spell into exile (face-up revealed) and then "actually" cast it from there.

EDIT2:

For my Silmarillion set I went with Unfathomable Depths.

­Mana Leak is strong enough in blue. If white were to become tertiary in counters, it should be getting weaker ones than blue. I'm a fan of tax counters in white, but I think this would need either to cost 3 or tax only for {2}.
