Menace is a lesser "This creature can't be blocked." As such blue sways the possible black-red abilities towards (menace, haste etc.) towards evasion abilities, of which menace is the most simple.
One option to skew this more towards blue might be to either go for improved menace ("two" -> "three") or add a blocking restriction (mirroring "high flying" ( Welkin Tern/Inkfathom Infiltrator ); though such a thing would also appear in black-red hybrid space).
I chose the single-ability option for starters.

What's with hybrid blue here? The color blue doesn't seem particularly related to anything on the card.
