It is confusing if "Arcane" already has a different meaning, and here uses "arcane" which is only different in capitalization, but the meaning it specifies in the reminder text is different.
This proposes, that with modern design technology this is what Arcane should have been instead - splice onto any instant or sorcery and use arcane as a way to batch cards the same way historic does.
