Perhaps "G, T: Mill a card. When you mill a land card this way, you may discard a card. If you do, return that land card from your graveyard to your hand."

Does it actually have to mill first and then return? What about just "Reveal the top card of your library. If it's a land card, you may discard a card and put it into your hand. Otherwise put it into your graveyard."
