Seems strong, but it might be fine as is, being a multicolored sorcery.

Compare to Careful Consideration. Granted, there are benefits to the Consideration, but I'd argue the Argument is much stronger, if for no other reason than the fact that it can always be a Tolarian Winds plus a Divination.

Man, I used to love Tolarian Winds. My early Odyssey decks took full advantage of it.

Step 1: Go second, draw a card.
Step 2, Round 1: Nimble Mongoose
Step 3, Round 2: Tap Forest for Green, play Treva's Ruins, Return the Forest.
Step 4: Cast Tolarian Winds. Put six cards and a Tolarian Winds in my graveyard. Draw six cards.
Step 5: I now have Threshold. Attack with Nimble Mongoose. Get ready for a fun game.
