Blue often comes up short when looking for keyword abilities on cycles like this. But this ability has a fair amount of precedent: see Frilled Sea Serpent, Ashiok's Skulker, Gearseeker Serpent, Whitewater Naiads etc.
I mentioned here that I don't want creatures representing normal humans (without mechs) to be up at 5 power or toughness. But for Limited play, I do need some larger creatures. Those "large creature" common slots on the skeleton have been bugging me.
The solution I came up with is to have a cycle of common 6-drop creatures that represent humans in mechs. They're not going to have particularly aggressive stats, but just be the useful top end role player that many Limited decks need.
Flavour-wise, they represent humans in mechs. And the way to represent that is with this "can't be equipped" line. The fact that they're all pretty big naturally counterbalances the gameplay limitations of that, while allowing them to potentially be outmanoeuvred by medium-size creatures with mechs or combat tricks.
The cycle is: Strike Squadron Aquatic Squadron Terror Squadron Vigilante Squadron Traditionalist Squadron.

Digging for lands really feels wrong in WB. White could get plains and black could get swamps, but that's really it
Without playing it (obviously), decadence looks like a tough mechanic. You're rewarded for having more of it, but there's a tension in having too much. Very spikey and somewhat antilinear
Signpost uncommon for the (White-black archetype), which as discussed on Expansionist Princess, is a mana-hungry mechanic that appreciates you making your land drops. Somewhat fighting for conceptual space with the Expansionist Princess... Not sure if they can both coexist in the set or not.
An alternative to Giant Broadcast Screen for the (Green-blue archetype). Probably too close to Propaganda Officer to both exist in the same set, and I've got more room in uncommon than at rare, so probably keeping Propaganda Officer and Giant Broadcast Screen and leaving this out. But it's still an interesting design.

Oh gosh, I never saw Rising Populace before, that has overwhelming flavour. Yeah this seems to fit well too (and the other characters you tweaked today look very nice in their new versions too)
I want a common repeatable revolt payoff in both red and green. Red has Incensed Firebrand; this can be the green one. Compare Rising Populace, which is slightly more expensive but can get multiple counters a turn and on opponents' turns.

As discussed on Cécile Croomy. I may as well have Rakshata's card represent her astonishing speed of working, and especially refer to the awesome midcombat upgrade she accomplished in season 2. I loved the gameplay of Leonin Shikari so I'm very happy to have a chance to bring that back.
Red for her allegiance (Black Knights through and through) and for the speed theme to her abilities. Her character could equally be blue but I'm pretty tight for blue smallish creature slots.
Wasn't sure whether her haste ability should be permanent static, oneshot on tap, or somewhere in between. I went for somewhere in between for the moment.
This card was too close to Lloyd Asplund. Solution: move her to white. She's a pretty kind and compassionate character so it fits.
The simplest possible control-change effect: a Geass reprint of Mind Control.

Aha. That's the way to do it. Remove the silly do-nothing activated exchange and give this a powerful one-off exchange instead (taking over the role of Hostage Exchange).

Intended as the signpost gold uncommon for the (Black-red archetype). But it doesn't actually have Raid, and it doesn't necessarily actually make you able to attack more (your attackers will still die as easily as without this)... and it's also pretty potent in go-wide strategies like the (Red-white archetype), and possibly too good for uncommon. So all in all, I missed, but this is an interesting rare so I may as well keep it around for now.
Didn't put much effort into the name since I might not be keeping this yet.
