I want a common repeatable revolt payoff in both red and green. Red has Incensed Firebrand; this can be the green one. Compare Rising Populace, which is slightly more expensive but can get multiple counters a turn and on opponents' turns.

Oh gosh, I never saw Rising Populace before, that has overwhelming flavour. Yeah this seems to fit well too (and the other characters you tweaked today look very nice in their new versions too)
