Yes it is a rare, but most likely wouldn't be nowadays. It should allow control players to stay a bit longer in the game like a more expensive but repeatable Aether Adept, just not as aggressive. Using it on caged creature is just bonus.
Hmm, another reprint? Good idea though, surprise blocker for non-unbound players is a good idea.

With the many wordy cards at common due to cycling triggers etc. I was wondering what the specific purpose of a blink spell at common for this set might be that could not be achieved at uncommon - making room for a simpler spell here.

Coastal Wizard is a rare. What is the purpose of this card? I thought it might be a good blocker that protects itself and others.
What more do you want from a common? I was half considering to just suggest making it a beefier Darting Merfolk.
Something like that could be done, but it doesn't seem like something that is unique to the set or interacts with anything particular to it. While the white aura does.
I would rather have it be a postivie effect, like "Enchanted creature gets +2/+0 and menace." thats just a really simple one but just that kind of thing.
I guess I don't see a lot of appeal of a DFC enchantment in which you sac it after transforming it though.

How about something that makes a player lose life when a creature untaps for replacing Take Hostage? Like "whenever enchanted creature untaps, its controller loses 2 life" for 2B. That'd be a sort of anti-unbound thing especially.
Changed to uncommon
It brings the creature back tapped, which has some applications with effects that trigger when the creature untaps as well as etb.
I'd like to keep Roothollow Parasite as well but I could see changing it to reanimate something with power 3 or less instead if we wanted to keep another removal. I'm keen to get rid of CB10 and replace it with something more positive. Carrion Plague could be kept if we wanted a cycling removal spell, but might not be necessary.
That suggestion makes sense. Sometimes a solution is just to move an OP common to uncommon instead of scrapping it.
I'd rather keep this as it interacts with the slightly higher number of enchantments we have in the set, and replace the black aura with something thats positive, as im looking to cut that anyway.
I like the design of this card, but agree it does not belong at common.
Suggestion: Move to uncommon, create replacement.
Dont think it should cost
, that makes it really strong. Maybe 
so its like Night's Whisper? Then I still see it being worth more to wait a turn and play it, so I'd reduce its p/t. Could also trigger when it dies or is cycled. Similar to Hive Mercenary except it has to be cast first. Might be too close though.
Asphyxiate, Downfall and Roothollow Parasite are keepers to me for black removal.
