This is quite a lot of setup and waiting for something so measly. The stats could be 2/3 or something a little better surely?

Ran across this again when putting the commons into the forum post. I agree with DJK that this is a lot of mana and effort for such a minor effect. 4 mana for a weak creature, and then 5 mana to return it and another creature to its owner's hand is feel bad to me.
Think its meant to curve out into a bounce next turn, but i agree this looks weak. The activation cost could be
or its p/t could be changed. Think I like decreasing the activation cost more though, so it has more use to trigger the 'leaves the battlefield' cards.

I personally would restrict this to creatures you control to emphasize the intended use.
Why Capsize? Permanent is much more different than creature. It's more similar to Coastal Wizard, and its intended use is to move itself plus another creature of the battlefield. Only creatures you control would defeat the purpose of the card.
Coastal Wizard is a rare. What is the purpose of this card? I thought it might be a good blocker that protects itself and others.
What more do you want from a common? I was half considering to just suggest making it a beefier Darting Merfolk.
Yes it is a rare, but most likely wouldn't be nowadays. It should allow control players to stay a bit longer in the game like a more expensive but repeatable Aether Adept, just not as aggressive. Using it on caged creature is just bonus.
Simple fix is to just make it tap to use its ability. That way you cant just use it as a 6 mana repeatable bounce spell each turn.
