WotC has said red looting can draw cards when it has no cards in hand, but for some reason doesn't print ANY cards like that. I'm going to fix that problem.

The first ability is curiously limited for a Planeswalker, but I'm glad you've gone with the "Up to one" template seen on Ajani, Caller of the Pride. The second ability, as dude181 has said, is not green, but purely red. Garruk Relentless "fights" the creature he damages, which makes it "okay." Adding the exile clause only makes it seem more red, because green doesn't usually exile things.
Ashiok's 2nd ability refers to cards exiled by the 1st and 3rd abilities. The real criterion is that the ultimate goes at the end, and X X/X oozes is definitely the ultimate. The only issue I have us that the middle ability is completely red.

I'm fine with a strictly-colourless Akroma's Vengeance. Red's had Apocalypse and Worldfire in the past. I definitely agree this should be a sorcery though.
I agree it sounds better. Should we keep the Planeswalker part though? We already have at least two cards that deal with them, Protective Custody and Cast in Steel, but those are Sorcery speed PW removal, this one is Instant Speed.
Are we sure we want this as an Instant? It feels like it'd end games out of no where as is.
I'm not sure this need the third ability, the first two feel like enough.
How do you feel when a red deck plays All Is Dust? because they're basically the same thing.
Also, I think this should be a sorcery.
I think this should be changed to make them not be able to block instead of tapping them. Can't block feels more red than tapped.

I like that there is now a corner case where Strength of Ages Past can just hose this card. Hooray for card interactions.

It wouldn't be the first card in modern magic to be able to change an enchantment into an artifact, Liquid Metal Coating for example does something similar albeit temporary.
Considering Theros I think this isn't too bad.
The "Discard a card" should be part of the cost. THe way it stands you can tap this to simply draw a card when you have no cards in hand. Word it as seen on Rummaging Goblin.
We can't simple make it "Enchant creature." This way it would fall off the instant it hits the battlefield, as the permanent it enchants would not be a creature anymore. Putting the whole Animate Dead change of "Enchant Creature Card in a Graveyard" to "Enchant Creature" on it is too far from clear design.
Speaking from a flavour perspective, it's awkward for this to be able to target enchantments. Cast Agoraphobia in steel? Sounds like modern art ;) Maybe this issue is neglectable, as the design is far more pure the way it stands.
A surprising upgrade on Ley Druid / Juniper Order Druid but I guess so.
I love that R&D just near-functionally printed this in Theros. Guess that means good design by us. :D
I love the change from bounce to slow flicker (what's the name for that i can't remember. Sliding?) it gives it so much more flavor.
