I guess we could just have it double only +1/+1 counters. I hate the idea of losing interactions with Charge and -1/-1 counters though. :(

My point is that if you don't indicate exactly how to double the counters, someone is going to think that their creature with two +1/+1 counters and two Devotion counters can have its number of counters double to four, and decides they can add only +1/+1 counters to do so. There is a reason that Gilder Bairn, Vorel of the Hull Clade, and proliferate are worded as they are.
I mean that's also part of it. You can use this to double +1/+1, -1/-1, level counters, charge counters, loyalty counters on a Gideon, etc.
That is true. I suppose you just have to decide where you'd rather have the potential confusion lie.
True, but that wording takes the emphasis off the colorless mana, which is the important part. Yes, they mean the same thing, but the current wording, by specifically mentioning colorless mana, makes it more obvious to players that colorless is the theme, rather than leaving it up to them to make that connection.

Very nice, applicable cycle for your set. Normally this is worse than Glacial Fortress, but it's probably so much better when the set cares so much about colorless mana.
This is crazy at common for limited. Repeatable removal of this quality should definitely be uncommon.
A weaker version of Mana Leak that only charged
would probably be fair. This is a very strong two-mana counter outside the context of this set.
Look at this compared to Aphetto Alchemist. This seems a lot better.

This is a weird twist on Steam Powered. It works the same way as the other Steam Powered abilities, but it really doesn't read the same.
This could alternatively chop of the nonland clause and add "unless they're mana abilities."
Bonkers. This only costs two mana? I could very easily have a turn-two Sharuum the Hegemon followed by a Blightsteel Colossus, all for a simple Faithless Looting or something similar.

That's a very risqué name.
Circeus, "colorless" has its own slice of the pie that, in a way, constantly violates the rest of the color pie. Look at Lux Cannon, Brittle Effigy, and yes, All is Dust. Those technically break the pie as well.
and get the effect while still spending colored mana, because they would confuse colorless and generic mana.
By the way, Steam Powered might read easier as "If no colored mana was spent to cast ~, [effect]." I could easily see people thinking that they could cast this for
Hm. Personally I'd disagree with you - I think those tiny distinctions are fairly important for the colour pie. But Wizards clearly don't all agree because they print things like Thundermaw Hellkite, so I'm sure you could get away with this.
Any type of permanent can activate loyalty abilities. This does nothing to shut down planeswalkers except to make them vulnerable to artifact removal. Note that it does nothing against enchantments, either, and doesn't stop any abilities of the enchanted permanent.
I don't think the reminder text on this is right, either. Or perhaps it's more that I think it should be explicitly stated as rules text, because what happens when you remove the "land" type from something with subtypes is confusing. I think this needs to say "Enchanted permanent loses all types and subtypes and is an artifact," or something to that effect.
In some ways this is very strange, because it's a blue Pacifism/quasi-Stone Rain (against basic lands).

Since tapping creatures in this fashion is almost identical to making them unable to block, and one is shorter than the other, I prefer tapping.
The reason I changed it is because this guy doesn't always get his man dead or alive, he gets them dead or undead.
They're not 1/1s either. These tokens are x/x tokens, so they're not saporlings, and they don't have any phytohydra like abilities (and aren't even from the same plane) so they're not hydras either.
Plants seem to work just fine for this.
