I think I was worried that it would be too easy to get into the graveyard and get a 'free' creature if the cycling cost was low. But looking back on it now, its cycling could cost
.
Was also thinking of giving it flying, which was why it was an Imp originally, but thought that would be pushing it a bit.
I just dont like cards that can repeatedly kill other cards. Mass removal is one thing but being able to just repeatedly shoot down creatures each turn is another one of those things that just isnt fun. Plus its one of those cards that can just get out of hand at uncommon in limited. The idea can defiantly be used for a rare down the line.
My only problem is the enchantment bit seems tacked on, if it got back a permanent then it could do the same without feeling that we care about enchantments too much in the set.
Yeah I like this idea too, dont think only being tribal is that bad of a thing.
I'm not understanding why you'd want to pay 4 mana to cycle this to no special benefit. I do get that cycling it puts it in a position to trigger the ability. It just seems a little odd at first glance why you'd want to pay 4 to cycle it. A bit of a counter intuitive card.
That would be a good solution yea.

Suggestion: "each player" => "each opponent"

Why not make it "target permanent card"? It's not Eternal Witness, but definitely in the realm of Green, and would solve the problem with the tacked on enchantment.
See Sunwild Stallion. An alternative for UZ08 Solar Paladin?

An idea for the UR06 Cycling Creature slot.
I marked this in the contending area for the skeleton, didn't put it in the slot as it has no feedback as of yet.
It's kind of off color for the enchantment theme, but I kind of tacked on the enchantment part to make it relevant to that theme. This card also loosely is a mirror to Cryptic Counselor.
Is there a particular reason to remove enchantment from this, though? It adds another layer to the card and does no harm.
As pointed out before: Having a theme in a color pair does not mean you have to cull it everywhere else.
I'm fine with rare. Kinsbaile Borderguard is rare. So was Scion of the Wild.
Bumped CMC to 4.
Changed cost and name.
An idea off the top of my head for the UB6 sorcery token making slot.
If it still deals damage (as you suggest) my comment stands: We have too many of these effects already.
