We have a swarm/token theme in black-green and a +1/+1 counter theme in green-white. In green they overlap.

That's pretty powerful for an Uncommon. If you compare it to Kinsbaile Borderguard, this might be more expensive and starts with 0/0, but it counts every creature.

I'm fine with rare. Kinsbaile Borderguard is rare. So was Scion of the Wild.
