Still unsure about wording. Playing around.
So it looks like we are going with an Exalted sort of theme instead of small toughness?

Altered to create a token per exiled creature.
I can see the concern that returning lands to their owner's hand, especially for 2 mana, may be oppressive. Out of curiosity I looked and it does have precedent on some cards, mostly at higher cost though: Churning Eddy, Glowing Animone. Cards like Regress also do it in a roundabout way.
Well I'll give it a shot and see what you guys think then. But I was having trouble wording it without making it a mechanic.

I prefer this to Starlight Wings, this actually pushes you to play the
archetype while Starlight Wings doesn't.
I feel like this could just be in red. Blue doesnt really care about cycling as much in this set, while red cares about all the things this card does. Just make this a red uncommon?

That sounds pretty much like Convoke. Dont think that what you described needs its own mechanic if it was just on this one card.
Don't think the haste is that pushed, Cerodon Yearling and Rip-Clan Crasher are the closest creatures to this, both require 1 more color to cast but are common. Cerodon Yearling even gets vigilance as well.
We could do the enemy color versions of the Marshal cycle from M15. That would be cool. Probably not room for them and the two cards we already have though.
The land bit might be too oppressive. I like that more than this though.
This could exile all creatures in your graveyard and make a token for each one exiled. Kind of works as a finisher for the cycling deck and makes you have to work a bit harder for this card to be good. Right now you can just dump a high toughness creature and then exile it with this to make lots of 1/1s.
I think if this had a cost to create the token it would be more balanced, like Gusto said. Selesnya Evangel was a common so you had more chance of getting multiple in a draft and going off with each other.
Corrected wording to create
Not much of a challenge tapping three creatures if all of them have Unbound. Again, give it a Mana cost, make it an Unbound Selesnya Evangel. Might still be broken cause that card was awesome in a Draft, but still.
Tokens almost for free is better than Menace in my eyes, especially together with Unbound. You should pay more than just incidental costs for a token, I don't know why you guys keep submitting continuous token producer that do it almost for free.
Changed to just trigger on transform.
No idea if that is viable.
