This is a pretty interesting idea though. It might sadly be too confusing because almost all equipment modifies power and toughness; it'd probably need reminder text "(The Equipment's bonus applies on top of that)" or something.

I did consider "Players may draw no more than one card in their draw step, and none at any other time." but is seemed like a bit too specific a hoser to be interesting. (Though still good with forced-looting)
Wouldn't Winter Orb the library be more like "Players draw one card during their draw step." :D
Mmm, it does a bit. It's got a built in sacrifice (you can just attack with it, and winning that way would be hilarious) but if you fear you'll lose the stalemate you might not invoke that.
Cumulative upkeep would, sadly, be needed I fear.
Hmm. Yes, Possessed Portal would at least eventually force itself to die. This might be a bit prone to "oh, I guess the game is a draw then".
Oh, cool. It might not be printed like that because if you get into a stall, you'll never get out of it, but I like the idea and I love the flavour.

Although it probably needs to cost more than Mind Control, since at a minimum it's mind control, but can also hit any permanent type, can hit multiple permanents at once or in future, and bypasses protection and hexproof.

I think this is a sensible rare, and is definitely better at rare than at mythic. This kind of effect has been uncommon if it's restricted, normally by creature type - Hamlet Captain, Goblin General, Nagao, Bound by Honor - but the more widely applicable versions were normally rare - Pianna, Nomad Captain and Soltari Champion, although the most recent is Jelenn Sphinx at uncommon. Compared to Pianna and Soltari Champion, Taking off
and adding first strike is a fair exchange for only affecting white creatures, so I think this is spot on.
Swiftfoot Boots is a reprint, and is in turn the updated version of Lightning Greaves from the very first set to include any Equipment. Both of them are just trying to say "speedy boots".

Yeah, I think this is fine. Compare Soaring Seacliff. This gives you the spell effect at the end of the land's lifetime rather than the start, which is better in some circumstances (playing this on turn 1) but worse in others. I think this could be uncommon or common.
Hanna's Custody gives shroud. March of the machines because we've got an 'all creatures' bit and an artifact lover.
And march makes all artifacts into creatures. While this makes all creatures into artifacts. This is kinda the minimal change that could make. Crazier card ideas would search your library for a non-creature artifactw ith the same CMC to replace them, but I'm trying to reign in the crazy a bit. So we get icky-feeling "Everything changed but outwardly looks the same" instead. Which brought up flavours of hive, which lead to the even ickier creature type name and flavour text.
I didn't follow all the explanation, but the resultant card generally felt right to me :)
I know that all the steps are there. They're still a bit boggling, to be honest. I think I'm confused about Hanna, Ship's Navigator giving things shroud, and then how March of the Machines relates to that, and how this is the opposite of March of the Machines...
