This has been terrible in my experience. There's just a lot of issues with it. I currently have it cut from the file because I've had it in hand at least twice and never been able to play it. I haven't been able to playtest it in G/R though.
It's only got two other 3CMC cards - Vanara Terror and Rhox Savage. I think this would be nice alongside them.
I like this, though menace in green is unusual
Third time seems high to me, but it's low in Tesla... hm.
This seems way too annoying. Either it draws insane amounts or very poor amounts.
I'd prefer a higher activation cost and a better body.

This is what I compare it to Angelic Arbiter With our version they can cast any number of instants in response to this trigger, which is strange.
I don't think this wants to be a law. We want some non-Justice themed oppression in the set too, for players who aren't enamored with Justice.
I think the first "attacks" should say "one or more creatures" for clarity and digital (only 1 trigger).
I don't know what you guys are proposing when you want this to be justice. Are you suggesting that it check for the broken law whenever they cast a spell or attack? Are you suggesting an upkeep check that sets up a delayed trigger until end of turn? Are you suggesting an upkeep check that prevents casting and attacking? Personally I think this card does it's job fine as is.
We have all kinds of dampeners and suppresors at our disposal. Explicitly, "Wielder of Electricity" falls squarely into red name space.
Card is fine, but probably not as good as you would think in an explicitly steam punk set. I do like it though.
It's probably a little over costed on the body.

Agree with Doombringer, but more agree with Jay here. This really should be a justice card.
Sure, but you never really need both at the same time was supposed to be my point. You don't actually get both with instincts either.
Don't get me wrong, the card is mechanically good because it does whatever you need doing. It's just weird when you think about it.
[Silvergill Douser] was very good in Lorwyn.

"I don't like this" isn't as helpful as "I don't like X about this because Y." If you don't help us understand your concern, we can only ignore it.

Ruthless Instincts is the card I always think of for reach and trample
Could always try a 2G 1/1 version of this, not sure about how crowded green's 3 drop commons are though.

Now that Mutated Man is back to being a 3/3 I think this will be more playable. I've put it in my deck a number of times to test it but I seem to rarely draw it.
I've played GR raid, (though not this card) its just that until you reach 5cmc you don't have as much toughness as you would expect because of growing cards. Though I agree this not being strong surprises me.
