Agree with Doombringer, but more agree with Jay here. This really should be a justice card.
I don't know what you guys are proposing when you want this to be justice. Are you suggesting that it check for the broken law whenever they cast a spell or attack? Are you suggesting an upkeep check that sets up a delayed trigger until end of turn? Are you suggesting an upkeep check that prevents casting and attacking? Personally I think this card does it's job fine as is.
I think the first "attacks" should say "one or more creatures" for clarity and digital (only 1 trigger).
I don't think this wants to be a law. We want some non-Justice themed oppression in the set too, for players who aren't enamored with Justice.
This is what I compare it to Angelic Arbiter With our version they can cast any number of instants in response to this trigger, which is strange.
The problem is that it's presenting the exact same flavor as all the justice cards, but it doesn't work like them.
