Yes, Skywhaler's Shot is very pushed
This design makes me realize just how sweet Skywhaler's Shot is.
The transform condition might need a little templating work. "At the beginning of your upkeep, if you control two or more creatures with flying"?
Rare white hate card that works nicely in this set
In the steady-state case, where I'm always tapping and bouncing the additional land, this is a straight-up 5/5 trample for 4. In some cases (ramping to seven mana on turn 5, alpha-striking for 10+ damage) it's much better than that. Yeah, Development might want to tune that down a bit (to 3/3 for 4 maybe?), but it's not a huge issue. I like this design.
Seer -> Visionary, flavor reasons
I like how this discourages tutoring for 1-ofs by threatening to blow up a huge chunk of your library. I'd suggest exile instead of graveyard to give the drawback a little more bite. Either way it still makes an awesome combo with Laboratory Maniac.
Could be reveal the top N cards and put a land into your hand, or reveal cards until you reveal a land. That would stay close to the original intention without shuffling.
The graveyard clause is super great for decks that can build around it.
Could be stapled to a demon or a Consul Advisor too?
Draw a card also no longer has the 1,2 punch of play your first land and guarantee your 2nd one.

A noncreature tutor can be blue but is unusual, I think. Black makes more sense.

Rare Ramp EDH artifact
Going for a Spikey rare artifact (that plays well with recharge). Playtest name: Hot Potato.
The articles on Kaladesh keep mentioning that between +1/+1 counters and 1/1 tokens (even without flying), there was a trend for tokens to be the preferred choice. My guess is that a choice of 1 Thopter / 2 counters / 3 life would be more balanced.
Also, interesting thought experiment-- how often is it correct to choose the same mode 3 times? My guess would be "pretty often" but I'm not sure.
