This was my least favourite of the designs. Could it just be 2 life loss or 1 life drain?

What's wrong with it? Seems reasonably interesting - a 4/4 for 4 at common is worth having, but the opponent isn't going to mind letting it through too much, so it's more like a 2/4 with pseudo-evasion.

Could make this a 2/3 2B with the same text and get rid of the other generic one?

A 2/3 would lose the symmetry which helps remember the stat change. I agree that I think this design is interesting, especially when you have other Justice cards to make it a 4/4 more often, but I can see why it's not that interesting - a 4/4 isn't a radical game ender.

Trying a more aggressive law. If it's too much we can just change it back.

This is the only surviving card with this law, and it plays a little oppressively, though not terrible. I think this would be a better law on a more powerful higher-rarity card, so we can reduce the number of laws at common to three. (Cast no spells, control three creatures, have more life than me.)

This probably wants to be a {2}{b} 2/3 now, since it's a little worse to trigger without other, cooler, laws.
