Mmm. Nice. Very efficient milling (comparable to Sands of Delirium, one of the most efficient millers), but they can pay mana to prevent it. But then they're spending mana. And it also works great in multiplayer. Yep, good one.
Great token maker and a mediocre counterspeller. Not sure if that's what you were going for. Reminds me a bit of Lullmage Mentor, but that took a different approach.
It'd be nice if this was a bit less awesome a token-maker and a bit better a counterspeller. Perhaps... it only makes one token (maybe costing

If you want to do it this way, one way that'd work would be to say:

Oh right; gelatinous cube clearly ought to exile after combat; but it does it way too fast for stuff to hit it. Ouchie. Fireball cubes on sight. And you're right - this doesn't need to be common; unless there's a lot of pinging flying around. It'd be better as an uncommon "Build round me" hint. Making it so.

((C28120)) is already terrifying, it doesn't need regeneration: it's extremely hard to kill in combat.
This is indeed a rather pleasing unShockable weenie. Particularly fun, as you say, if you have your own pingers; reminiscent of Sprouting Phytohydra that way, but the "noncombat" restriction allows this to be far cheaper.
Still not quite sure if this should be common - a burn spell being used on a 1/1 is infrequent enough that it mostly won't matter, and should perhaps be uncommon - but it is simple enough.
I'd play this tweak on Arrest. Especially if changing the rules in reminder text worked that way. It doesn't, so I'm treating this as if it had a built-in Jhoira's Timebug ability:

For what it's worth, Multiverse's Dross Ripper* was reprinted into a set which has two factions, one of which is themed around activated abilities. That's the reason for the otherwise-uninspiring reprint.
Amusingly, you've ended up at something strictly better than Skyshroud Troopers. But I think that was at a time when rainbow mana generation wasn't at common, where now it is. (Still not the norm - Sylvan Caryatid - but it at least happens sometimes now.) I wouldn't be at all surprised to see this printed someday.

Hmm. Normally this will just be Argivian Restoration, although it's more breakable on a creature's ETB effect; many of the combos with Sharuum the Hegemon will work with this too, although not the ones that need it to be able too return itself. But that little flexibility in that you don't have to spend the mana on the artifact you return makes Johnny happy, at least. At least it's a one-off, so using it on, say, a Glassdust Hulk just nets you 4 mana and a card. Which is good, sure, but not broken.
So, in summary, looks good!
