Gemhide Sliver + Dross Ripper*
All slivers are elves; and a mechanical dog that's actually a Hill Giant with really CRAPPY swamp breathing. And a star. No obvious explanation of what the star means.
Ok; seriously? Even Dragon Engine has better pump than that. And I'm probably the only person who likes that.
Let's see what we can make from the parts of the dross ripper. Dross just means black; while Ripper seems to be code for pump... oh; I figured out the * - it means it's a reprint. Dross Ripper was a real card. And yes; it's just a middling sized middling cost hill giant; the pump is bad-tasting gravy.
So we'll take the body; and what the heck - we'll make a fat mana elf. The 'add mana' is almost as impotent on that casting cost as the terribad pump. Green really deserves better creatures than this. I don't really want to add complexity though, and I do want to keep it at common. I guess mana's always a nice thing to have, and 'any colour' is pretty good. And having it on a body they can't just ping to death has value.

Nothing quite perfect, but we can improvise.
For what it's worth, Multiverse's Dross Ripper* was reprinted into a set which has two factions, one of which is themed around activated abilities. That's the reason for the otherwise-uninspiring reprint.
Amusingly, you've ended up at something strictly better than Skyshroud Troopers. But I think that was at a time when rainbow mana generation wasn't at common, where now it is. (Still not the norm - Sylvan Caryatid - but it at least happens sometimes now.) I wouldn't be at all surprised to see this printed someday.
