Snipe a creature; and turn a creature into a sniper-on-ninja (as opposed to on-tap). Fiddly; but nice.
And make a creature into a wall; move onto another creature later. And.. reading the comments? It was originally meant to work in some insane mode where it started off as enchanting nothing then moved on to a creature.
So. A common "Some creature in the future is nerfed" is the commonality. Both have to have some effect now (or you'll never use it) but its main point is that you can have it doing stuff to a useful target later.
Well, let's go with the most direct option - time counters. (And make suspend's removal optional; because.)
I'd play this tweak on Arrest. Especially if changing the rules in reminder text worked that way. It doesn't, so I'm treating this as if it had a built-in Jhoira's Timebug ability:

'fix' the wording
"tilde ee tee bees exiled" is wonderfully wrong wording.
This would be put into the graveyard the instant it comes out. Also, it's missing the "Enchant Creature" line.
Eh; I'll get used to the new enchantment templating one day.
If you want to do it this way, one way that'd work would be to say:
