Probably quite broken. At the very least - rare. Plausibly restricted.

Also doesn't capture arcane at all... I guess I'll make it a spirit. (Humm, can Rend Flesh still hit this? No rulings. I can see it saying "Yes, it's a Hippogriff, that's non-spirit", but I can also see no: "It's a spirit, so it's not 'not a spirit', silly". If this had the excuse of being blue, I'd just add Prot-rend-flesh to be sure of it.)

Ok, searching gatherer to back up my "plausibly broken" hunch... Argivian Restoration is flat out Resurrection for artifacts. And Bringer of the White Dawn can do it every turn. So that part's fine. What about splatting a huge-cost artifact and then just using this as a mana ramp? Well, if you have Aladdin's Ring you can get a net 5 gain at sorcery speed; but already have to have reached 5. That sounds aspirationally cool, rather than abundantly broken. (I mean, you also need the 8-cost bomb to win with in hand.)

So let's leave it as it is.

Hmm. Normally this will just be Argivian Restoration, although it's more breakable on a creature's ETB effect; many of the combos with Sharuum the Hegemon will work with this too, although not the ones that need it to be able too return itself. But that little flexibility in that you don't have to spend the mana on the artifact you return makes Johnny happy, at least. At least it's a one-off, so using it on, say, a Glassdust Hulk just nets you 4 mana and a card. Which is good, sure, but not broken.

So, in summary, looks good!

I'm... not sure I want to know exactly what her birthing ritual looks like. o.O;

It rises pheonix-like from the ashes; with the spirit of a silver spoon in its mouth.
