Island + Aggressive Growth is my first card. And; uh... nothing to do. Make it blue, flip the two clauses so that "Draw a card" is the prominent one, and maybe make it flying or something instead of +3/3?
So, let's pull out a new pair. Lumbering Satyr + Righteous Vengeance Punish for damage, Forestwalk.
Well, a forestwalk hoser is obvious; and rubbish. Satyr's a traditionally party animals; I love the idea that this one is a stumbling drunk instead. So. righteous Satyr? Or Lumbering Vengeance. No contest. Some kind of tree joke? Why not. So; this is a treefolk that, slowly, punishes you for destroying forests. Or punishes woodcutters. Or tears down Saruman's tower.
Humm, somewhat ugly final design. Needs a rethink I think.
I think the first ability works fine. It's like Kird Ape or whatever: it's constantly updated. It's reasonably easy to tell which cards in a graveyard were put there this turn (or at least how many), so I think it's fine.
(Don't give this haste or it risks getting confusing.)

Exile target player's graveyard, then return all cards exiled this way to that player's graveyard. Then do it again.
I really have no idea when that first ability activates. Shouldn't it be "Whenever a creature card is put into a graveyard from anywhere, ~ gets +1/+0 until end of turn?"
Silly templates. If this keeps up we'll end up with cards "during state_checking, count all cards that are in a graveyard zone and that are creature cards and that were in a non-graveyard zone since the previous start of turn. Apply a layer effect that gives this card +count/+0; remove this effect at end of turn.
Yeah, it's mainly a weaker firebreathing, with a little bit of "Hey, I blew everything up this turn, be big!"
I agree it's a fairly specialised niche; big dragons and mill don't go together all that naturally.
I assume that last ability is meant to be "for each creature card put into a graveyard from anywhere this turn"? (Cf Countryside Crusher or Quest for Ancient Secrets.)
Intriguing card, anyway. It may be not especially Timmy-suitable because there's a subset of Timmies who don't like milling themselves; that's unfortunate because Dragons are usually targeted at Timmy, but they don't always have to be. I like the tweak on firebreathing anyway.
Shivan Dragon + Follow the Tracks Mildly amused that the next radom card was Dragon’s Dawn
Alright! A real signature card! (Screw you, mythics, you aren't real) Follow the tracks is a mill card, 3 or 6 conditionally. Shivan flies, breathes fire, and is stompy. Not a great deal of overlap there. I guess 'creature' is an overlap bit; so this has to involve critters somewhere.
A mill breathing dragon? Ebon Dragon? Seems a bit obvious. Also the card plainly has to be named Drachenspuren.
So, following a dragons tracks. Conditionally larger effect. Bloodthirst maybe? What does red get in mill. Hmm, it gets "Take damage or be milled" It gets self mill for extra damage, and for various other advantages (mill and I'll block, but maybe really badly) Song of Blood seems the most thematic of those. It also gets Jester's Cap style effects, but let's not go there.
So here we go.
See also Thornscape Familiar, Thunderscape Familiar etc; and Brighthearth Banneret, Frogtosser Banneret etc.
This is very nice though in that it encourages attacking (the easiest way to get a 2/1 tapped), so feeling rather different to the defensive Familiars.
Haste would probably work; that way at least you can use it the turn you cast it.
First Strike? Haste? 2/1 might be too good (and less mashup-y)(though, maybe not too good. definitely awesome. Okay, I admit, I'd almost always play four of that guy. Probably too good.)
Toxic Iguanar + Runic Flame
I'm not really sure how "controls a green permanent" and "Curve 2" combined into "this needs to be tapped"; but it's hopefully an interesting restriction.
.. Pearl Medallion and friends suggest this could actually be cheaper, or not have any such restriction. Darn.
Hmm. Unfortunately if there are any Auras to target, you can activate this 15 times in response to itself to mill your entire deck. Which is a bit easier than Wizards tend to make that effect.
A way around that which also gets more elements of the UtiliRune into this: Make the ability cost
as well, and add "and untap ~" to the otherwise clause.
Now I'm wondering if we shouldn't just have a set of random reprints a couple a day and see what comments they get :) (with suitable "This is a reprint, don't bother saying that" warnings)
Welll.... Pentad Prism is my go-to comparison for such things; slightly fiddlier to cast, but no power-up delay; and you rarely need more than two mana. The blossom does let it get huge, so can be used more like Dwarven Hold; but that's not usually an important advantage.
so it's probably not an unfair card. It'd certainly see use though. I'd not mind this being a little worse that it. the culmulative life cost makes it a LOT worse though; so if it had no upside, I'd consider it a problem.
Not that this is where the conversation has gone, mind you, but I don't know whether "This seems worse than Lotus Blossom" is a valid criticism or not. It's tough to judge just how good Lotus Blossom is, since it is surrounded by super-powered Urza Block cards. Even if this just stayed a 1/1, I'd say it had one up on the blossom by virtue of costing one less.
I do wonder what would happen if Lotus Blossom was printed in 2014. It would be nice to see that card make a return, away from its block.
Oh.. damn. You can always just never invoke it, and it's a probably-oversized body at the cost for blue. Tarnation. Downsized 3/3->2/3
Phyrexian Librarian + SkyCharm UtiliRune ... Can I get a do-over on that selection? Madness! Ok, ok, breath. What do they have in common? Aha! They're both uncommon. That... doens't really help. They're both completely bonkers? Ok, they both can affect cards in your library, let's work with that.
Leave some punnery in the name, and done.

I am right that the need to have a target limits the use of this as a library stripper (while not removing it) as well as it being a usable enchantment bouncer, if removing stuff from library is a cost to you?

It's just a way to get them to trigger. If you want it to be a triggered ability, it needs to see some specific event to trigger off. "Beginning of upkeep" is the most conventional one to use (and the only sane way to get triggers to happen during upkeep these days; you can still have upkeep-only activated abilities like on Eternal Dragon).
It's also worth noting that "At the beginning of your upkeep" abilities only actually resolve at what's normally the end of your upkeep. Imagine an upkeep step with five abilities triggering, a few spells in between, and eventually the bottom one of the stack finally resolves. That was an "at the beginning of your upkeep" ability. It's just the way the timing system works.
And you are of course free to ignore it for your own custom cards, in the same way you're free to ignore any other aspect of templating or make cards which say they turn into bananas.

... so does anything happen at the end of your upkeep? In the middle of your upkeep? "Before things that happen at the start of" you upkeep?

That'd feel a bit more black. And you're right, this is pretty stompy too, I'd completely missed that aspect. It's like a Carnophage-Sangrophage unbounded progression all in one card!
(I think dude1818's comment is a sideways templating nitpick. Modern cards say "At the beginning of your upkeep" rather than "During your upkeep". As demonstrated by the Carnophage-Sangrophage progression, in fact :) )

I guess since they go back to hands, they don't need to be attached anywhere, so as suggested, make them not.
Yeah, it doesn't work to have an exiled Aura attached to something on the battlefield. And it's also not necessary: people have been playing Oblivion Ring, Skyship Weatherlight, and so on just fine. You can just say "Exile target attached permanent" and "return all cards exiled with ~". Thanks to the evil linked-ability rules that'll do precisely what you want and nothing else.
