I immediately thought of the "every turn" abilities. But it also could be nice if you just have a commander with a powerful attack, tap ability and/or mana sink ability. It doesn't have to be very strong to be a good return for a 2cmc sorcery. I didn't find anything broken in a quick search though :)
Not quite. Triggered abilities, especially 'at the beginning of your upkeep' abilities still go off. So if you have a Molder Slug in play, you destroy an extra artifact. Stack a deck full of triggers, and you can reap quite a reward, even without the Commander/Explore.
But, admittedly, it's gonna require dedication. A quick look at standard, I see that 4x Hydra's Growth and 4x Primal Empathy can be fun. Maybe Outlaws' Merriment and Victory's Envoy. But either way, you're prioritizing semi-random cards to gain a regular marginal advantage.

I dunno, card draw is less good when your opponents are already out-drawing you 3-to-1, right? But yeah, this is dumb. The other card is more balanced but way uglier

I feel this isn't actually printable because 95% of commander decks including blue would want it. The Lotus at least is card disadvantage and often doesn't do much later in the game.
