After you encounter this, you immediately planeswalk again, like a normal phenomenon. Dispersing does not cause a planeswalk
One for the FAQ: Normally phenomena immediately cause another planeswalk after you resolve the ability triggered by the encounter. How would you handle this? Would this immediately trigger a planeswalk or would the game without a plane until the next planeswalk is caused? Conversely, would dispersing cause a planeswalk?
Ongoing Phenomenon is a great idea. Logical extension of Phenomena and Ongoing Schemes.

The dwarves of Axgard are trained to be master artisans and skalds. Sagas don't work well as a build-around theme as far as set building goes (and enchantment-subtype-matters went into runes instead), but flavorfully dwarves and thus Axgard should be connected to sagas

I didn't get the feeling Axgard was particularly associated with Sagas. That wouldn't in itself be a problem if it weren't also associated with Auras so much. It just feels like you'd focus on that enchantment type first.
