Yea, I agree that it doesn't need to be in italics. I go further though. I don't think the text needs to necessarily exist at all. I believe there are only a handful of cards we have in the whole set with a cycling cost that is purely colorless. Many of those aren't even instants or sorceries. So the limitation isn't even necessary really, except maybe to prevent like two cards from having a cycling cost of 0.
@SecretInfiltrator: That's why I'm confused. Brainpolice wrote the italics are not necessary cause other similar cards don't have it either, your example doesn't have it in italics too, so what do you mean? The text is the same, yes, it is not! in Italics on Heartstone however.
I did a quick check of the most recent sets. White common instants usually are between 80% and 100% combat tricks if you count every instant removal, pump and creature protection as such. shrug
Well, the inspiration for the ability on both of the card ideas I've had was, in fact, Fluctuator, not Heartstone. Which does not have said limitation. One key difference is that the latter applies to activates abilities altogether, while the ability we are dealing with only applies to Cycling. There's also the fact that on the majority of cards we have with cycling, there is a colored mana in the cost. So it wouldn't be able to reduce it to less than 1.
The inspiration behind this card idea was actually Goblin Electromancer, a common (admittedly a powerful one). But I wanted to tag on the cycling part too to make it specific to the set. Felt like that made it an uncommon.
@Gustostückerl: If you read the emphasized text on Fluctuator Mage you will note it is taken from Heartstone.
@Brainpolice: You suggest that card text a lot. Both times further above, too. :)
Because "more small creatures" a distinguishing trait of the color. Are you next going to ask why exactly red should have direct damage and green should have big creatures?
I'm not suggesting double token producing spells at common like M15, just individuasl examples of token production in the color best known for it.
Try the shift from "White gets token production, so the theme is no longer in black-green" to "White has this token producer that also synergizes with unbound, so these two deck types have options".
Note that "small toughness" is the red-white theme and the tokens have the smallest possible toughness. They are great for white-blue "control" as well - both to stabilize and to finish.
I definitely can see something like this as a viable replacement for Yaados Visionary.

Well, what bothers me is that we've explicitly chosen B/G as the token colors in this set. So that's why I scratch my head at seeing more and more white token cards.

Only the flavourtext on Heartstone is in Italic, so what exactly do you mean?
White is a token color. Even in a set with another color pair having a swarm theme white should be at least third in tokens.
The thing is "other similar cards" (for activated abilities) are rare or DO have the text in italics (e. g. Heartstone) or in most cases both.
I emphatically do not want to push Fluctuator for this set since it would easily warp the format.
Maybe this should be a rare to begin with. I also though about making it mono-red since - as mentioned - this card falls mechanically in both the blue-red as well as the black-red theme.
As long as some work is put into Creative I'm happy.

Let's not make
a token colour too, that would be too much. Also, white Spirit tokens have been all over Magic recently, would not miss them in this set honestly.
Having more cards for the same slot is good for later. However, not liking this Bloodbraid Elf variant, sorry. I think
should stick with its other way of ramp search than this cascade effect, which is more
now anyway.
This sort of does something similar to Emori Wanderer, but more powerfully. It also threatens to completely displace Explorative Impulse if we were to make it an uncommon as you suggest. As there is only space for one uncommon and one rare in each multicolor combination. With World as Will in the mix, we kind of have three different cards competing for the same slot now.
I felt like this suggestion did basically amount to trying to force a slightly watered down Augur of Bolas into a common slot.
I'm seeing it more as a spiced up Conquer. I can sort of see the argument that it's pushed as an uncommon, but I feel like Conquer is already kind of an unpopular, weak way to do what blue can do for 4 CMC.
The funny thing is that this was originally a rare and I was told to make it an uncommon because it was too weak as a rare. In either case, we've basically decided to replace the card anyway.
Colors makes sense. Don't think the italics is necessary. It isn't on other similar cards either.
I prefer this as an uncommon as well. It seems kind of blah as a rare when Act On Impulse is an uncommon. It being green as well as red I feel justifies the extra perk of letting you play an additional land.
