Um, yeah. You can't do that. A mythic pinger-for-2 is a nice idea, but would need to be at least 4 mana.
Maybe just making it 3/2 would be enough. Though that's Slayer of the Wicked and still uncommon. Hmm, oh well.

I think this is one I'm happy to stick with as it is. It's not stonkingly powerful,; but there's trade-off reasons why you might prefer it (it's a LOT cheaper, but its body is smaller and it doesn't forbid regeneration) I agree, it doesn't need to be rare - but it's also fairly unusual and I don't want to accidentally all the terror effects :)

Good point about your draw step. I hadn't realised that; that does make quite a difference.
Perhaps this could be worded similar to Devouring Greed, something like:

On the flip side; it screws you over in your draw step. Strongly tempted to make this a prodigal-shockerer.
Hm. I suppose the current wording is somewhat ambiguous. You could clear it up by saying "Put a charge counter on ~ for each card exiled this way.", which is a template they use sometimes.
...Not "Casting cost is reduced by
for each". "~ costs
less to cast for each". See for example Karador, Ghost Chieftain or Blasphemous Act.
It really doesn't, except that the fisher dwarves are supposed to be sneaky.
Hmmm. What to do to this to make it rare. Admittedly Dark Hatchling was rare, so perhaps just bump up the cost, p and t each by one would do.

Er. Hmm. Draw your deck with Archivist, Arcanis the Omnipotent or Enclave Cryptologist. Discard your deck with any Merfolk Looter effect, of which there are buckets. Feels like a bit too easy an infinite combo to me.

I agree the world needs more Terrors. So I'd propose this should be uncommon, not common, so that there are more of them.

If you're doing that, you should really remove the word "Affinity", because that's even less what affinity did than before. Just say "~ costs
less to cast for each...".
