If removing exactly 1 loyalty counter from Evoar would cause him to have exactly 0 loyalty counters, put 10 loyalty counters on him instead.
-1: Reveal the top card of your library and put it into your hand.
-2: Look at the top card of target opponent's library. You may put that card into that player's graveyard.
-10: Search each library for up to 10 cards and exile them. Once per turn, you may play one of those cards without paying its mana cost.
