It's a little scary that this can transform on turn 2 (if you do something like Raise the Alarm on turn 2). But then this is tapped, and only attacking on turn 3, and unless you do tap two summoning-sick creatures you've given up at least some potential attacks to transform.
It's certainly spicy, but I don't think it's unfair at 4/4. It'd certainly be fine as 4/3 if you wanted to change it. 4/2 would be a bit disappointing, I think.
I agree that 2 life is a really underwhelming reward for a pretty rare lawbreak though. Unusual lawbreaks should generally go with more powerful Justice effects, at least on commons. I'd rather swap this around so that the "gain 2 life" reward is paired with a more frequently broken law, like Consul Soldier or Overwatcher.
is a 1 mana 4/4 trample ok? The version I have on file is
for a 0/6 that becomes a 6/6 which seems more fair.
If we like the 1cmc version Would this be strange if it lost some toughness?

Likely. considering that there is one with this effect at uncommon in blue.
Production Foreman
Justice cards always seem to have room for an evergreen space.
Either we could add lifelink here or we could add defender and up the toughness a bit.
Creature typing
I like this. Simple ways to make artifacts clearly 'matter' is good. Make their presence felt in the set.
Is this supposed to be 'artifact creature' rather than creature? I see the flavor, but it just feels a bit less 'symmetrical' that way.
