I'm still not convinced about cipher for Tesla but you are certainly making me reconsider it for potential other projects.

I think we should at least give it a shot for now. I think it is one of the better mechanics we have on file.

Certainly test it out on your own. Pushback is a signal that the larger community might not agree, but if you bring back to us findings that can convince me players like Cipher on your designs, then try playtesting it and tell us how it goes.

Return target card with decipher you own from exile or your graveyard to your hand?

Personally I think a Pull from Eternity thing could be interesting, but that's probably just me.

"exile or graveyard" I think sounds fine. Runic Repetition meets Call to Mind / Relearn.

I'd rather this had "you may" though.
