Artifact flyers are in a weird place anyway. A 2/2 flyer is playable even at 4 mana or more, but a 1/1 flyer doesn't do very much. This could be 2 mana or +3/+3, true.
Do note though that this has the snowball effect with all other Justice cards you get onto the table. If you have Protector of Spirit and Suppressing Agent as well as this on the table, then all of them will trigger their Justice abilities when any of the laws get broken, and the opponent starts finding their options rather tied.
In a world of canisters, this looks real strong.
Not when that untapping is sorcery speed. You need to know they have this and would need to burn off your canisters preemptively, which can often be very bad.
I'm not sure if you guys care or not, but this is one weak creature. I would think a +3/+3 bonus is well warranted. Or, alternatively, let the card be a multiplayer slugger and allow this creature to say "for each opponent who broke the law"...

Hm. I don't like it. The counter count is about right for normal games, but it's way too easy to abuse. Anything from Myr Incubator to Shrine of Loyal Legions to Myr Battlesphere to a couple of Foundry of the Consuls to just a casual deck full of artifact lands. This would be ruining casual games everywhere if it were printed.
So wait, given the confusion over Mindleak Agent's template, I'm now genuinely unsure - was this meant to punish people for targeting their own creatures (ones that you-the-Patrol-Thopter-controller don't control), or punish people for targeting anyone else's creatures (ones that you-the-player-whose-turn-it-is don't control)?

: Make a 1/1 flyer" is better than Emeria Angel most of the time. It's a tough situation to find precedents for; Luminous Angel was pretty low power, but Bloodline Keeper clearly shows this wants to be less than 5 mana. I suspect 4 is better than 3 though.
I agree this wording looks like you're requiring people to cast spells during your turn (the controller of Mindwiper Agent).
"Not casting a spell during one's own turn is against the law"?
Or Circeus's wording.
These should really be reworded as "players" to remove what a truly severe hurdle in a mechanic that's already very complex: "Players casting fewer than 1 spell during their turn is against the law."
Isn't this underwhelming to nearly useless in a set replete with colorless untapping?
Is the tapping triggered ability really necessary? The template to do this already exist on Leviathan and Grimgrin.
