...so wait. Who is your in this case? Active player's turn or the owner or this creature? How does casting spells encourage stalling?

Perhaps meant to 'discourage' stalling? Or maybe it's not meant to have the 'not' at the start.

it punishes an opponent not casting spells or only casting counterspells etc. If you stall out the game they are likely to eventually have a turn where they only hit lands and eventually you mill them out.

The way it is worded it also sounds like it also punishes tap out decks, which I also don't think is the intent.

These should really be reworded as "players" to remove what a truly severe hurdle in a mechanic that's already very complex: "Players casting fewer than 1 spell during their turn is against the law."

I agree this wording looks like you're requiring people to cast spells during your turn (the controller of Mindwiper Agent).

"Not casting a spell during one's own turn is against the law"?

Or Circeus's wording.

Removing from Skeleton because we don't really care about U Justice or Mill and I want space. I am not opposed to having a bit of U Justice so if this one is someones favorite they can take something else out for it.

I kinda disagree, this card is simply a common win condition in stalled games. This has been one of the best common justice cards during playtesting

None of the blue archetypes support Justice, it shouldn't show up at common. Additionally, you should check my new Justice variant on the main comments page; I'd like to hear your opinion.

Just because it's not an archetype doesn't mean it's not something that shouldn't exist at common... not every card in a color at common has to be absolutely vital to an archetype. I'm okay with a rogue {w}{u} or {u}{b} Justice deck at common, even a {w}{u}{b} deck. In fact, I think it'd be good for variety in the format.

Look to Shadows for example - Madness is {u}{b}{r}, but is the {b}{r} archetype. Blue still gets madness at common, though.
