How often does this realistically come up in Limited? It seems very underwhelming, since the trigger is hard to come by, and the effect is not quite worth it.

Justice cards always seem to have room for an evergreen space.

Either we could add lifelink here or we could add defender and up the toughness a bit.

I agree that 2 life is a really underwhelming reward for a pretty rare lawbreak though. Unusual lawbreaks should generally go with more powerful Justice effects, at least on commons. I'd rather swap this around so that the "gain 2 life" reward is paired with a more frequently broken law, like Consul Soldier or Overwatcher.
