Steam powered{2/u}{2/u} Target nonland permanent loses all activated abilities and Ovius Serpent gains those abilities until end of turn. If only colorless mana was spent to activate this ability, put a Gaze counter on that permanent and this effect doesn't end until Ovius Serpent leaves the battlefield.
The more it sees, the more it knows.
