Does the set really need this and Mana Purification?
This and Mana Purification serve two similar but different purposes. Mana Purification acts as long term fixing for colorless mana, in addition to being a nice little color screwer. Burst of Steam has a much more grand use. It allows for one really large Steam-Powered cost to be paid late game it also serves to stifle your opponents next turn unless they are casting an artifact or Steam-Powered spell.
The more I look at this, the more it seems like it's just Time Walk
Well it could cost more, but I think it's much closer to silence.
I think that one of the things that is going to define this limited format is whether you're going to be able to Steampower your bombs. yeah you might be silencing them but its just as possible that you've empowered them to easily steampower all their steampowered cards. Also, it doesn't stop them from casting artifacts or Twobrid spells. I think it's just fine, it's not a Time Walk...
"Suppose Pale Moon didn't suck anymore..."
The flavour doesnt ...feel right. Dunno why, its seems a bit too straightforward, maybe. Less playful than I'd like it to, maybe
