We can't easily shove those all on this one page, though; we'd need some sort of subpages.
I'm just tossing it out. I mean, Viashino already look like they're related to dragons. It's not so far a stretch to put wings on them.
So, Aer is crashing? Maybe it starts crashing in the second set, as the lands below start to really cut of their mana ties.
Hm. I wasn't sure we were ready for something like that (wizards did it specifically for the core set), but it makes sense if monocolor is supposed to feel cohesive (like how they designed the shards separately) and I it's a good way to get suggestions from everyone, so yeah, I think it's a good idea.
(I'd still expect some significant differences, whether we have a secondary theme and what it is, but I think those would be sufficiently edifying in themselves.)
I like using traditional but not mainstream creature types like Viashino; I envisaged creature types that could (many of them if not all of them) be reconcepted as flying creatures, or at least creatures on flying mounts; I'm not sure if Viashino fits or not.
I assumed there would be limited contact between the Aer and the other races, but I'm happy with floating cities. Perhaps originally they just floated, and over time the Aer found they were starting to decay and started to shore them up, only later realised that by doing so they were leaching mana out of the other lands and it wasn't sustainable.
Yea. Then we could compare them and see what we all think should happen from there. We could do each monocolor, multicolor, and artifacts/lands.
So, you're saying we should each design our own set of commons?
Also, Wizards doesn't usually do enchantment creatures. ;)
Thoughts on creature type?
It's fantasy, so I'm inclined to say "it just does." It's not just a city, it's an ecosystem of floating rocks shrouded by clouds. The Aerans (in my conception) aren't even aware that life exists below the clouds, because of how thick they are. In the same vein, the World Below isn't aware of the Aerans.
(I'm coming up with this on the spot. It's not really changing the story, just giving more explanation.)
Perhaps the event that starts the war is a clearing of the clouds.
I like that idea a lot. My question would be how the city floats.
Yes. That's the point, to make it feel like an enchantment creature. What's more enchantmenty than not having toughness?
Doesn't WotC ususally do

Sharer of Souls
Enchantment Creature
Other creatures you control get +1/+1.
1/1?
This is both an artifact I think should be in the set and a good point to talk about flavor.
I think it was mentioned briefly that it's odd that Aeran humans can fly. These are how. Cards that come with flying, and no wings, would depict these glowing golden rings- or halos- around the human's wrists and/or ankles. I like the image aesthetically and the fact that it sort of evokes angelic imagery, which is good with the general trend toward the Aerans being godlike.
Note that I'm not sure about the costing on this, nor the alternate equip ability.
I think that now would be a good time to do this. Let us start with Blue, since it seems most developed.

Oops... actually changed rarity.
Changed rarity.
Fair enough. The version I put on the card is my favorite. Is it everyone else's, as well?
Mmm, I did like the Kamigawa red "ice and frost" flavour.
That was added as an optional afterthought, since once he's out he is, in a way, a color-fixer. You're right in that it's probably not needed, though.
Reminds me of Wild Ricochet. I love "copy it twice" (also seen on Echo Mage). Those two suggest this should probably be rare though. Which is OK, as it means we can have Snakefoil as an uncommon counterspell and this as a rare one :)
Nice card! At first I thought a 3/2 first strike with an ability was too good for 3 mana, but it's probably okay at

rare actually. Nice powerful creature for a monocolour deck.
I'm not sure if "Spend only red mana on X" is needed or not. The mana cost is already a pretty big hint in that direction.
You could always make this 0/1. Or a 2-mana 1/1, at which point it's slightly worse than Bloom Tender, but not strictly worse because you can count the opponents' Fungi.
This ability makes me wish we could print some gold creatures that are already Fungi. Perhaps we can do that in set 2.
