Part of my Blue Commons Submissions which will be up shortly.
Though I recommended this card for my list of Blue Commons Submissions, it may need a touch more oomf. I can't help of think how nutty Foresee is, I suppose. Perhaps draw 5, discard 3?
Also, this is quite a few words to tag along with "Put a flood counter on target land. That land is an Island in addition to its other types for as long as it has a flood counter on it." That is, assuming we're keeping Aquitect's Will's wording. That seems fine, assuming this is the common with the most words on it that tags along that text.

We've been working hard to make the blue hard counter that's cheaper if your opponent controls an Island be fair at common, but I think the correct answer is to put it at Uncommon, and enable it with the hard counter in common. Chase removal spells are often at Uncommon, and it would be good company for cards like Putrefy and Remand without messing up the feel of limited.

On balance, I think 2UU,
less for each island is probably the right place. That both makes it UU sometimes, and makes it care about the number of floods. (With or without the "non-blue spell" restriction.)
