Yay! I love things that can refer to triggered abilities without seeming stretched, and this manages. It's a funky red Stifle, or Reroute++.
Iiiinteresting. Better in a duel than in multiplayer. Best if you're likely to want to dig for a card that doesn't share a card type with much else in your deck.
Thought-provoking. I like it.
Alternatively, how about: "Counter target spell an opponent controls. You can't cast spells during that player's next turn." Just simply mentioning the controller earlier lets you say "that player" in the clause that would otherwise be rather fiddly. It prevents you using it on your own or your teammates' spells, but, well, this would be a particularly bad counterspell to use on such spells anyway, so...
