Not sure if adding a minor Propaganda effect here would be neat.
For example, creatures can't attack you or a planeswalker you control unless their controller pays
for each attacking creature.
This is fine at a higher rarity, but we do want to avoid this kind of law as much as possible, because it discourages your opponent from making the game interesting.
