This is flavorful and effective. A+
I could imagine this as a rare that have an activated ability that makes thopters.
Note this could be a 0/5 that gets +4/+0 if we wanted it to be a little more appealing when not crewed.
The big design block I am having right now is that the two mechanics aren't very comparable. With Cipher, the original intent was to be a mechanic that synergizes with Thopters in a slightly slower way. The tempo deck pay off rather than pure aggro rush.
Consolidate doesn't mechanically make sense in Red or Black, which were two of the colors that cipher was in (Being UBrg, oddly roughly in order as well). Red doesn't care about life totals and just wants to burn face. Black uses life as a resource, as such, just treats it like a number to be used in exchange for power.
Consolidate makes a lot of sense in White which doesn't want harm to come to anyone, green which has adopted fogs, and blue, which wants nothing more than to sit and wait and not do anything.
This leaves our colors with the current mechanics:

Is this split fine for our purposes?
The big question that a lot of people have come to different conclusions really should be as follows:
"Without Cipher or Consolidate in the set, how fast is our limited environment? Is it too fast or too slow?"
I'm curious to hear what your opinions are.
Adjusting flavor attribution
Don't think so. As I mentioned earlier, this feels really good, where it treads the line between Counterspell and Cancel where it costs 3 mana upfront, but actually is 2 mana after the refund. It's how I like my counterspells :P
Again, slight bias.
It has seemed really solid. It does tend to make itself a midrange-y Chandra but that's totally fine.
The only real use I've gotten out of her in local playtestings as a key part of finding pieces for the (((Uprising of Kaladesh))) Vibrant Affluence Midrange Combo deck.
No complaints here.
After discussions with Inanimate and CasualR we will be replacing Decipher with Consolidate once we have enough designs.
So please make more Consolidate designs.

Should the canister be conditional? Maybe "if you control an artifact."
How are people feeling about this iteration?
Sounds fine to me. Kindled Fury is normally better, and exists in free (Crowd's Favor) and overload (Weapon Surge) forms. I think the combo with those two legends is fine - nice combo, but nothing game-breaking. Siv Katari attacks as a 4/3 and a 4/4 on turn 3, but then on turn 4 she's back to two 2/2s again.
