Mashup of Kor Hookmaster and Soil Churner.
I don't want much that hoses tribal, but a little is ok. In fact, I'm worried this is too hard to use since it only taps the creatures on your turn, but many tribal decks are aggressive anyway. But if it tapped for more than one turn, it would be better than Kor Hookmaster.
Maybe it would be better as a one-off instant or flash effect you can play during their turn?
Or a larger creature, say a big wurm that makes all creatures of a particular type block it if able?
It's a bit of a shame, really, because I like the second ability as written. You just happened to pick one of the few tribes where it's a problem (Normally, I wouldn't count cards from Tempest, either. But when you're designing a Tribal card, you're inviting people to pair it up with every card that's been printed in the past. It seems like a waste to say "This tribal card can only be used with creatures from Modern.")
Maybe the trick is to just choose a different tribe? This pair of abilities would seem strong if the card began with "Elementals you control..." Firebreathing elementals would be pretty crazy, but at least it wouldn't end the game.
Whatever you do, though, don't switch the tribe from elf to wizard. ;)

Oh yes, this was originally "when you tap an elf you control", but I decided it should count only abilities not attacking. It should probably actually only count "when you activate an ability with tap in the cost"? Is that the right template?
Or I can do what I think everyone else does and ignore Skyshroud Elf :)

Cool! Probably works out similar to Wellwisher, plus Wirewood Channeler... but getting both on one card is plenty strong!
Mashup of Soltari Foot Soldier and Surveillance Sliver
I made this before I stopped to check whether Shadow Sliver exists. Huh, how come "all slivers are unblockable" isn't more expensive than that? Apparently Shifting sliver] exists as well. Oh well, apparently I overestimated on this one, never mind.
Indeedy; the intention is that you can bounce it repeatedly to get the elephants right away. (I was thinking disenchant it yourself; but bouncing is clearly superior)
Still, if you're throwing around that much mana and an unsummon effect; you probably deserve a small herd of elephants.

You don't still get the fog if they kill it after it resolves but before you declare blockers (which they definitely have the opportunity to do).
"Not everything is a puzzle" - but every part of a card should have a reason for being there. Molten Disaster, Sulfur Elemental, Take Possession all had obvious benefits to having split second.
Reminds me of Decree of Justice. Or in fact of Aeon Chronicler and his cycle, particularly Benalish Commander. So this is a 4/4 for 5 with an extra turn of summoning sickness, or two 4/4s for 6 (gradually), 3 4/4s for 7 (at which point it's reminiscent of Hunting Pack), etc. Seems... pretty cool. You only really want to cast it for 7+ unless you've got proliferate around.
I do like the Disenchant-protection. More things should have that. Is it a problem that you can bounce this yourself once the counters run out to recast it for more? Probably not.
Ok, they can kill it (but you still get the fog) - it makes it uncounterable, is just about all.

Nifty. Fog for a turn plus kill a smallish attacker.
Doesn't really take advantage of split second for anything. Like I can't see any responses opponents might want to make to this that they can't just do after this arrives. Celestial Crusader could be used to defend a 1/1 against a ping or a 4/2 against a Shock, etc, but this doesn't do that.

It ended up really similar to Alms. I'm not quite sure of the balance to make this ability interesting but not too stall-y.

Ah! You're right, I had forgotten or never known most of that, and it makes the judgement nightmare creatures make a lot more sense.
But what I still don't get is the connection between "what shall we call blue reverse-nightmare creatures in the judgement block" and "I know, 'wormfang'"...? :)
The key part you missed about the Wormfang creatures is that they're all Nightmares, and all from Judgment.
Nightmares premiered in Torment when they were black and exiled opponents' stuff, like Faceless Butcher and Mesmeric Fiend. Torment, you'll recall, was "the black set", where there were more black cards than usual, fewer green and white cards, and where blue and red were especially black-friendly.
The next set was Judgment which reversed things: few black cards, more green and white cards, and blue and red are repenting for having allied with those nasty black cards. So blue and red got "reverse Nightmares" that exiled your own stuff. Blue got Wormfang Crab, Wormfang Manta and so on; red got Petradon and Petravark, and Spellgorger Barbarian and Soulgorger Orgg and Worldgorger Dragon.
Also, what is "wormfang"? Dragons are wurms, right? So this is a worm as in an earthworm, with a giant tooth? There are half a dozen wormfang creatures, all blue, with a "when this enters, exile/skip/pay something, when it leaves, get it back". Why does "wormfang" mean "temporary additional cost"?
