Compare Goblin Cohort / Mogg Conscripts. Not quite strictly worse, because of things like Goblin Assault and Goblin Rabblemaster.
Even with being nearly-strictly-worse, though, this is certainly printable; especially in a set with one of those kind of effects, but even just in a sufficiently tribal set.
Nimble Goblin+Awakened Mosaic
Doh, I thought I'd made a comment. No, you were right with both of your first guesses, Phyrexian Debaser+Terravore, even if I bent them quite a bit to fit them together...
Hmm. One of the cards was Phyrexian Debaser/Phyrexian Defiler/Phyrexian Denouncer. The other... Terravore? Centaur Vinecrasher? Or wait, you tend to mashup Multiverse cards, so... Gardener of Wisdom, Volcanic Implosion, Purify the Earth?
Well, you tap it for two, then sac it to tap it for a third. Makes sense to me.
Also, a weird bombo in the card's abilities. You can sacrifice the enchantment to untap the land, but then you can't activate the land to add GG to your mana pool...
Needs "It's still a land" on the animation ability, or this will fall off.

This says "a creature is exiled". Things on the battlefield are creatures; everywhere else they're "creature cards". This won't trigger when Tormod's Crypt or Castigate or Dissipate exile a creature card, as currently written.
I also wonder why they never extended lifelink to other kinds of link. Not flavourful enough a name, I guess.
Well true; this is that; but -1 power as well. And not red; which gets to be better at killing stuff. Does seem like planar void is a good next part of the build-around combo :)
And; uh; why wouldn't this be 'from anywhere' already?

Hunter's Insight + Diabolic Machine
A creature gets card-link UEOT; and a 4/4 with regenerate - CMC 7.
Guess I'm making a CMC7 artifact critter with card-link.
Mind you, Diabolic Machine wasn't that great even at the time; but interestingly it does seem like the numbers stuck. 4/4 for 7 seems to be a thing; though there's plenty of variation - and most have significantly better upsides.
And... yeah; ok, cardlink on a 4/4 is actually pretty damn awesome. You'll need to combo it with something else to really take advantage - but frankly "Sorcery,
, draw 4 cards" is pretty hot.
So let's do that. Creative... Big ass robot beast. Would be nice to get 'howling' in there somewhere; for the howling-mine justification.
I'm surprised neither of you mentioned Goblin Sharpshooter. I know this isn't that... but toss in a Planar Void or some such and you're most of the way there.
Note that unlike Prodigal Pyromancer/Prodigal Sorcerer, this can't ping players, losing a lot of the benefit in leaving it untapped.
The ability to fire it off multiple times means that 3 mana is probably still right, but it's not completely clear cut.
How about "Whenever one or more cards are exiled from anywhere"? That lets it combo with the Voidwarp Eldrazi, as well as the Ingest Eldrazi they're based on (Fathom Feeder and so on).

So. A kitty that makes things bigger and caps off an infinite spell combo. Um, well, it really likes it when you cast Giant Growth and friends, I guess. And... a variant of infect which is pretty poor; but hey, you probably want to block it because it has a Norrit ability if you leave it around.
So.. I could do a cat that acts on untap? A cat that throws around -1/-1 and untaps? An infect variant that deals damage in the form of +1/+1 counters? A cat that taps things down?
That last one is most classical I think; I rather fancy the -1/-1 throwing though. Which makes it black. Now, for its untap clause...
It kinda feels like it should be "When something dies" but that's stupidly repeatable; from the source material - whenever something untaps? Whee! A STUPID number of activations; but only every untap phase. No, that's too silly. (And unintuitively so.) Whenever something is exiled? That could be kinda flavourful. I like that. It's gonna be largely trinket text, but it could be a build-around.
And even if you can't make use of it, this is still a strictly better Prodigal Sorcerer due to the -1 power. Which might be enough complexity to push this rare - but I think the 'build around' potential makes it uncommon. Certainly not common.
Cost... Well, strictly better than, says more than 3. Not much better than, and critters have gotten better since.. so I'll go with CMC4.

Hmm, surprisingly expensive flying flash bears; I guess white has to pay quite a bit for flash.
And... a card from a game other than magic. Which is also white; CMC3, and I guess is 1/2 and ETB gains two... mana rocks? Land? The set has no mechanics explanation.

Interesting. Gain a life for each elf; and a fence that says "I can wrath every creature that comes after me" - quite a nice "Winner stays winning" though I don't see that it really changes play much - you're still gonna need to tip the board state in order to force them to use it. I guess it makes the prior creatures seem better targets than newer creatures.
I could do "Gain a life for each creature that ETB after me" - but that's most easily done by "Gain 1 life when a creature ETBs", which is... well, it's a perfectly good card that's already been done.
Here we go; we were talking about a creature that made loads of creatures for everyone.

Oh; so that's the card that makes infinite land-drop a bad plan. Though no worse than [Fireball, really.
And... a 3/2 deathtoucher that can, instead, be an 8/7 with a side-order of one-sided board sweeper.
And only costs 5 to un-morph. Yow.
So there seems like a fair combination to be made here.
Heroes' Reunion + Aerithan, Dragon of Paradox
A 7-life instant, and an 8-mana 8/8 that... might make an infinite number of copies of itself. (But is heavily odds against it, without using goblin shennanigans)
...oh; ok - it was ''deliberately'' created as an example of bad design. While the 'gain 7 life' was presumably just an accident.
Hmm - a life gain dragon; I guess?
And... I was thinking "When ~ attacks of blocks, gain 5 life" but... lifelink covers that. So we would get one of the simplest dragons ever. I'll give it Blessing too, so it's at least fire breathingish.

Or, you know, compare this card to Underworld Dreams, which still sees a lot of activity. I really like Jace is Evil, and want to believe it costs 2. But realistically, it probably costs

at minimum. Especially since this is a really good way to kill an opponent in a blue/black deck that does nothing but draw cards...
That's a crazy price for that, btw. Retreat to Hagra gives you drain-one-per-turn on landfall, for more mana, and landfall is less reliable and less frequent than card draw.
Subversion gives an upper bound on the cost, as that scales more evilly in multiplayer games, but I think this would cost 3 if not 4. See also Drana's Emissary which has the "upside" of being a creature, but that also makes it far more answerable.

Aaanyway. We've got... a giant black spider that taps to drain for one; and an enchantment that tacks a mill onto every card you draw.
Let's go with the drain enchantment, rather than the tap to mill creature.
