This is a pretty good card, and seeing how often Wizards tries to hose flyers, I'm kind of surprised that they never thought to combine anti-flying with Primal Order.
That said... I'm pretty sure that losing life for anything... even something green doesn't like... isn't really in the color pie for Green. It's a mashup problem that I came across a bunch. The truth is that if this was a real card, there would just be a different penalty. You would probably end up gaining life instead.
Since red is also an enemy of the color with the most flying creatures, I'd suggest making this cost
, and changing the life loss to damage. As it is, I'm pretty sure you can cut the cost to 
anyway, since the enchantment is kind of specialized, doesn't effect the board, and is a bad answer for a flight of Snapping Drakes turned-sideways

I was this close to giving it "Can't be blocked except by flying or reach. Deals combat damage in the first strike combat damage step. Doesn't tap to attack. May attack the turn it entered the battlefield. May assign excess combat damage to defending player. May not be dealt damage, blocked, targetted or enchanted by blue or black cards" because, you know, green is funny like that, but decided not :)

I'd like to see a blue version of this for "counter spell", or other more significant effect, where there's a trade-off between using it as soon as possible to get rid of the cost, and waiting until its most valuable.
So this land is playing in space I've seen explored before. Reminds me of Realm's Edge and Sungrass Prairie. I wonder whether the second ability actually needs the Holdout Settlement creature tapping? Since you're only profiting 1 mana, and okay, you're getting a wash as well, but... I think without the creature tapping this would still be fine. Pretty good, especially for splashing a
card in a not-very-white deck, but that seems okay...?
Heh. With printed cards I might be able to have a go at playing that. With Multiverse cards, unfortunately not. There was a time when I'd looked at every card created on Multiverse, but that time passed probably more than 2 years ago...
